Can I take a special action if I would have to go below reputation 1-1 to pay for it?
The rulebook says special actions are available only as long as reputation is available, and the designer said the invitation exception is unrelated.

No. The reputation must actually be available; you cannot go below the 1-1 floor to pay. The exception that lets you invite negative-reputation guests at 1-1 does not cover special actions.
