How does the Servants' Hall work, and can it be used when I am at maximum reputation?

In Step 2 you place one available servant on the Hall; the targeted player loses 1 reputation and you gain 1. The servant is spent and goes to Expended Service at the end of the turn. This servant cost is the second-printing rule; the first printing was free. At maximum reputation you can still use it, as the designer endorses spending banked reputation through special actions.
