Obsession
Can I buy from the reserves at any time, and does a market refresh affect them?
The rulebook describes the reserves and the designer confirmed that refreshes leave them untouched.

You can look at reserve tiles at any time but buy only in the normal buying step, from either reserve, paying the usual price plus modifiers. Reserves are never affected by a market refresh, and any number of tiles may be bought from them on a Builders' Holiday.
