When reputation is at Max, do I keep gaining reputation up to the 5 spot, and is anything wasted?

Yes, you keep moving up the wheel after the Max (Union Jack) tile is deployed, up to position 5. That stored reputation can be spent on special actions. Nothing has to be wasted: special actions can be taken at any time in your turn, so spend reputation first to make room before the favours that would overflow.
