Does refreshing the Builders' Market when passing cost reputation, and can I also use the refresh special action that turn?

Passing and choosing a refresh instead of the £200 rents is a free action; the 4 reputation applies only to the special action. The two can be combined in one turn. The designer once said a second refresh in a pass turn was not allowed, but his 2025 ruling is that the special action is limited to once per turn and the pass benefit sits outside that limit.
