How exactly do I refresh the Builders' Market?
The rulebook's refresh procedure says exactly this.

Set the current market tiles aside, draw six new ones into the market (sorted, duplicates stacked, reserve rules applied), and only then return the set-aside tiles to the bag. Reserve tiles are not affected. Each refresh is separate, so a later refresh can draw tiles you set aside earlier.
