Can the Housekeeper stand in for a Lady's Maid, and when?
The designer's replies and the rulebook's Provide Service text state that the Housekeeper covers a missing Lady's Maid without a tile.

Yes, whenever no Lady's Maid is in your Available Service (including when they are in Servants' Quarters or Expended Service). No service tile is needed. If you have one Lady's Maid and need two, use her first and the Housekeeper for the second guest. The Housekeeper still counts as one servant, so she cannot serve two requirements.
