The market is refreshed after each of the first three courtships, not the last one, and the reserves are never affected. A refresh puts tiles still in the market back in the bag unless a reserve already applies: in Season 2 the service tiles are already in their reserve, while prestige rating 1 tiles return to the bag until their reserve starts.
