What can I do with the Butler's Room: hire or recruit servants, and from where?
The rulebook's Hiring Servant Activity section covers this and the designer confirmed the details.

The front hires two servants of your choice from the supply (valets, lady's maids, footmen); the back instead recruits one valet, lady's maid or footman from any spot on another player's board. The Butler, Underbutler and Housekeeper cannot be recruited. Recruiting happens on your turn, when others have no servants out, and taking another family's only servant of a type is allowed.
