Do I need a Nucleum to build a Turbine or Mine, or a Mine to get a Turbine's bonus?

No on both counts. Turbines can be built regardless of a Nucleum, which matters only for processing Uranium. A Turbine's own bonus works without a Mine; the connected Turbine-Mine pair only earns the extra reward on the link between them.
