Does a Turbine's printed bonus electricity or coal discount apply when it is not at the plant I use?

Yes. Once built, a Turbine's player-board bonus applies to every Energize action wherever the Turbine or the chosen plant is; you need no Turbine at that plant. Turbines give no electricity on their own beyond those bonuses and the extra Uranium they let a plant process. The building must still be connected to a power plant. A tile's flat +1 stacks with these bonuses.
