When I gain a Technology reward, can I take a lower-level Technology or VP instead?

Yes. You may unlock any Technology of the awarded level or lower, or take VP equal to the reward's level, at any time you would gain the Technology. You must choose one of the two; you cannot refuse both, although you can simply leave a Contract unfulfilled so you never gain the reward.
