When do brown Technology bonuses resolve, and can their Thaler pay for the action that triggered them?

After the triggering action finishes, so the Thaler cannot pay for that action or for the 2 Thaler cost of the red railway space you just used; it can pay for the tile's other actions. Rewards triggered by placing a railway arrive right after placement and cost payment. An arrow after the Energize icon means the reward follows the action.
