How do Milestone markers work across several Recharges?

Placing a marker is mandatory (use the 0 space if you have no tokens). Choose any space whose value you can afford, but only one marker per band, so later Recharges go to other bands. Several players may share a space. Anyone reaching the top segment gains the level-3 Technology, even more than once.
