A city is in your network if you have a building, Mine or Turbine there, if one of your railway tiles touches it, or if it sits at the end of a completed rail line containing at least one of your railways. An unfinished link only brings in the city its tile touches; a middle tile of a longer line adds no far city until the line completes. A tile reaching a city through another tile's railway also counts. A single completed link between two cities makes a two-city network.
