Can I take a half tile in the same turn I use one for a Contract action?

In some cases: if you used a half tile above your board or on an activated railway, you may take a different one afterwards and the used one returns to supply. One placed on a railway without its action performed can't be exchanged this way. Some players read the rules as forbidding using and gaining in one turn, but the publisher's answer allows it.
