What counts for a Government Building's final score?

Every building of the shown type in the same network as the Government Building: yours, other players' and neutral ones, energized or not, and the Government building counts itself (so it scores at least 2 or 3 VP). Buildings outside that network, including laboratories elsewhere, don't count, and a network means cities joined by links you contributed to. Praha doubles the result.
