Each Uranium gives 2 electricity. The plant must hold a Nucleum, and it can use 1 Uranium by default plus 1 more per Turbine present at that plant (so 4 Uranium needs 3 Turbines there). A Turbine only raises the Uranium limit; it adds no electricity itself. The player-aid shortcut wording is misleading, and the rulebook is right.
