Does a coal discount apply per coal or to the total, and do the coal tiles still flip?

The discount reduces the total price of the action once per discount, not each coal, and several discounts can stack. The coal is still bought and used, so its wagon tiles still flip even when it costs nothing. Coal discounts can be combined freely. Surplus bonus electricity and free coal on the Australia map are not flipped, as nothing was imported.
