The player whose action first meets the condition takes the marker and 3 VP. For the all-players-recharged-3-times condition it is the last player to finish their third Recharge. Triggers during the final turns still pay 3 VP, but conditions cannot trigger during final scoring. Players who trigger at the same time, e.g. during King's Day scoring, all score it.
