How many Contracts can I fulfil per turn, and on which turns?
The rulebook says one Contract per turn when you play an Action tile.

One per turn, and only on a turn when you place an Action tile on your player board's top row; railway and Recharge turns do not allow it. Each Contract is fulfilled once and then goes face down.
