With no Workers it still takes a regular turn, placing the tile behind the stop block and using its actions, so Workers come back via subsidize. With Workers but no Thaler it uses the tile for the connection and forfeits the action it cannot pay for. With nothing to energize the publisher recommends a normal Baron turn instead. The stop-block queue can therefore exceed five tiles.
