The first to finish a track is permanently highest and the last is permanently lowest (the second finisher in a 2-player game); that is why finish spots are numbered. A cube on the start image isn't on the track: a lone player on the track is highest, not lowest, and ties at the top or bottom count for all tied players when 3+ cubes are on it.
