The rulebook says Atium comes from the Training track and Missions, and Atium cards only power or refresh.

No — discarding an Atium card refreshes a flared metal and an Atium vial can power any card as a wild metal, but neither gains an Atium token. Atium tokens come from the Training track and some Missions.
