Do upgrades gained in a Rise of the Red Skull campaign stay out between scenarios?

They stay in your deck for the rest of the campaign, and the setup keyword puts them into play during setup of each scenario. Once in play they stay there, and only encounter cards can discard them (permanent upgrades cannot be discarded).
