No. While any crisis icon is in play, threat cannot be removed from the main scheme by any player. The Rules Reference says an 'each scheme' removal can still be used if some other scheme can lose threat, but nothing is removed from the main scheme. Because Quasar's removal is simultaneous, you cannot clear the Crisis scheme first and then take threat off the main scheme with the same effect.
