What is the purpose of face-down encounter and boost cards such as Badoon Grunt's and Drang II's?

They are revealed during the villain phase. A face-down encounter card is revealed in addition to the card dealt to you, and a face-down boost card is revealed when the villain activates, alongside the normal boost card. The activation uses all boost icons.
