Can I play an upgrade card on another player's hero, identity, or ally?

Only if the card says so: 'Play under any player's control' lets you play it on another hero, and 'Attach to an ally' lets you attach it to an ally. Otherwise, you can't. Helicarrier and Avengers Mansion stay under your control, but you may pick another player to benefit from their action.
