Can I overpay a card's cost, and does overpaying count as paying the cost?

You may generate more resources than a cost requires, but the extra resources are treated as overpaid, not paid for that cost, and are lost afterward. So overpaying never gives extra card draw or bonuses that scale with the cost paid, such as Moon Girl's draw being capped at her printed cost.
