In The Galaxy's Most Wanted, does a Nebula technique's Special ability trigger each time it attaches, and again during her attack?

Special abilities trigger only when the card text explicitly says so, and never at other times. For Nebula's technique cards, the attach effect resolves on draw, and the Special part resolves when Nebula initiates an attack, before the attack resolves.
