Can Friction Resistance be exhausted for a resource to power Tenacity, and then readied and reused?

Yes. Exhaust Friction Resistance for a physical resource, use it to pay for Tenacity and discard Tenacity to ready Quicksilver, then ready Friction Resistance again. Each Tenacity in play can trigger this once in a turn.
