Can an exhausted hero still use abilities, and does Spidey Sense trigger when he is attacked while exhausted?

Yes. Exhaustion only blocks abilities that require exhausting the hero; other actions and responses can still be used while exhausted. Spidey Sense still triggers when he is attacked exhausted, but not when a webbed-up or stunned enemy would attack.
