Can I discard an encounter card held in hand, such as a Mystique or Mysterio treachery, to pay a cost that just says to discard a card?

Yes, if the cost says only to discard a card from hand and does not name an identity-specific or player card. Encounter cards such as Mystique's treachery stay in your hand until discarded, so they can be chosen. Costs that require an identity-specific card are the exception.
