Can I use an action fewer times, or take less, than my die allows?
The rulebook says you may perform an action fewer times but not zero.

Yes, but at least once. This works for goods, camels, movement and repeated city card actions; you pay only for what you use. A lower choice on the bazaar must stay in the same row you placed on.
