The rulebook says you must end movement in a city to place a post there.

No. Your travel is one move, and you place a trading post (and get the small city bonus or outpost bonus) only in the city where it ends. Wilhelm von Rubruk is the exception. The same applies to multi-step moves from city cards and bonuses.
