Do I pay before collecting the 5 coins on an occupied Take 5 Coins space?
The rulebook says the die value is irrelevant but occupied spaces must be paid for first.

Yes. On an occupied space you pay the lowest die value first and then take 5 coins, so you need the coins up front. The die value otherwise does not matter, which is why only a 1 gives a real profit (4 coins).
