Do I get extra village actions when a city tile or assistant gives me a village action?
No. When a city scroll or an assistant grants village actions, you get only the number printed there (usually one), no matter how many movement points you used to arrive. You also cannot take a village action at a city beyond what its scroll offers, even after a 7-point move.
