What happens if nobody fulfils the story quest in a round?

The story does not advance: the story card is not read again, no new story card or story tile is placed, and no new quests are added (new quests come only from the story card once it advances). Untaken ordinary quests stay on the board, and an unfinished secondary story card stays in play with no limit on how many can pile up.
