What happens if a nation has no ownership markers left to place?
Any reward that needs a marker placed is unavailable. You cannot Annex or Displace for that nation, nor take a village-conquering action or other reward that depends on placing a cube. You can still fight for that nation and use combat actions that need no marker, such as gaining influence. Removed cubes leave the game and are not reused.
