The rulebook says the next player clockwise begins the new round; replies apply it to the player who ended the round and to Jean.

The player clockwise after the one whose ship ended the round (by reaching 21a or 21b) starts the next round. Against Jean this means you start if she ended the round, and she starts if you did.
