When Jean lands on a city, does she deliver a disc, take the quest, or use the city's printed action?
She never uses the printed city action. In a city she either delivers a disc (if the market has room), or otherwise takes a card from the display, then performs her automa card's action. She places no disc when she takes a quest. A quest sitting on a city, such as the legacy tile quest at Puerto Cabezas, is part of the city action and is not taken by her.
