Can I return figures to the supply for combat points outside combat, for example to pay for a quest or card?
The designer ruled that figures work only during combat, in two separate threads.

No. Returning a figure adds +1 to combat value only during a combat; it cannot produce combat points on your ship board or pay a sword cost for a card, quest or city action. The Martyr cards are the exception.
