Can I use the same combat action more than once, or switch nations mid-combat?
The rulebook says each combat action is used once; the designer confirmed the thread's answers, including that a pair counts as one.

No to both. Each combat action (Gain influence, Annex or Displace, and any added by ship upgrades, cards or tiles) can be used once per combat, and a pair of options such as Annex or Displace counts as a single action. All actions in one combat concern the nation you chose at the start. You may use as many different actions as you can pay for.
