Where do the red-numbered C cards go, and when are they shuffled in?
The designer confirmed where C cards go, the end-of-game sort and the shuffling order.
Project cards that come in with a story card (red numbers 90-99, with some numbers unused) are shuffled into the A deck and stay there for all future games. At setup, shuffle the leftover C cards into the A deck first, deal each player 8 cards, and only then shuffle 40 new B cards into the deck. At the end of a game, only the 40 B cards are sorted out. A non-campaign game leaves the C cards out unless the setup card says otherwise.
