Can I buy a card straight from the face-up display?
The rulebook says a card is bought from your hand or planning area; a display card must first be taken into hand.

No. You can only buy cards from your hand or your planning area. A display card must first be taken into your hand, which costs 1 doubloon (free with the matching ship upgrade), and the display is refilled afterwards.
