Can two neutral Family Members share a tower, or a neutral and a coloured one?

Yes to both. Uncoloured members count as a neutral colour, so the one-colour-per-tower rule never blocks them: a coloured and a neutral member can share a tower, and any number of neutral members from different players can too. The only bar is two members of the same colour.
