How does the Harvest or Production special token work?

It activates one card of that type at value 3 (servants can raise it), not your whole line. Because only a card is activated, the personal bonus tile is not added and a Character's basic Harvest/Production bonus does not apply. An effect that triggers a whole Harvest or Production does add the tile.
