What is the difference between taking and completing a quest?

Taking moves a quest from Cliffwatch Inn to your own area. Completing means paying its cost and moving it to your completed area. Most players rule that a plot quest letting you complete an Inn quest directly counts only as completing, so bonuses that trigger on taking a quest do not fire.
