What happens if I use Sample Wares on an unbuilt building?

You get only what the building does with no tokens on it: resources are not yet there and VP tokens are not collected. The Waymoot is the exception, where the designer said the VP tokens it has accumulated are scored, along with the face-up quest. The agent stays on the building and keeps it occupied for the round.
