Do I get an owner benefit when Sample Wares puts me on a building?
The designer ruled on Sample Wares and the Impersonate Tax Collector exception.

Normally not; you get only the primary action. The exception is the Undermountain plot quest Impersonate Tax Collector: with it you gain both the primary action and the owner benefit when assigning to a building, including a Sample Wares placement.
